Abstract

 The foundations on which media policy was based, confusion and lack of planning Despite the continuous talk at that stage about the importance of planning, the media and cultural work most of the times of this stage was dominated by confusion and submission to chance, and this appeared clearly in the press, as that period witnessed many and rapid changes, and sometimes included administrative and editorial structures in some press institutions, and this led to confusion and disagreements between journalists and politicians who took over the positions of supervision of these institutions. The increased role of the state in media and cultural activity after the issuance of the law regulating the press. The Socialist Union, which was the existing political organization at the time and responsible for the press, was a governmental organization in its essence and popular in its appearance, at a time when the authorities opened the door to the head of state who is the head of the Socialist Union to appoint chairmen of boards of directors and editors-in-chief and remove them from their posts, which led to the integration of the press into state authority, and therefore it was unable in most cases to play the role assigned to it, which is to be a watchdog over government administration.
