The study aimed to identify the extent of the impact of scientific research as a soft power in consolidating international relations through science diplomacy, as scientific research constitutes one of the most prominent elements that Arab countries rely on in consolidating and strengthening their relationship with other countries, whether at the Arab or international level. Scientific research is a soft power. Countries use it in their foreign policy to serve their national interests, especially with scientific and technological development, as it has become a main feature of international cooperation. The study reviews three axes. The first is about multilateral Arab cooperation in scientific research, which includes the program to support joint scientific research, cooperation in publishing scientific papers, and partnership agreements in scientific research. The second axis is concerned with Arab-Euro-American cooperation in the field of scientific research, and research cooperation agreements with European universities. And the American, student exchange and scholarship agreements, research coordination to confront infectious diseases, and the third axis concerns Arab-Asian cooperation.
